1C1-L01 — Overview of Domain 1: Assess and Monitor Population Health
Video Instruction: 2 minutes 37 seconds
Lesson Purpose
Domain 1 evaluates the health department’s infrastructure and capacity for assessing and monitoring the health of the population it serves.
This introductory lesson presents the architecture of Domain 1 and the logical relationship among its three standards. Think about Domain 1 in terms of what we normally do with data: collect it, analyze it, and then share and use what we learn.
Learning Objectives
Upon completion of this lesson, you will be able to:
T1C1-L01-LO1 — Identify the primary purpose of PHAB Domain 1.
T1C1-L01-LO2 — Differentiate the roles of Standards 1.1, 1.2, and 1.3 within the Domain 1 framework.
T1C1-L01-LO3 — Sequence the major functions of Domain 1 from population health assessment and primary data collection through analysis, dissemination, and use of findings.
T1C1-L01-LO4 — Explain how the three Domain 1 standards operate as an integrated system for assessing and monitoring population health.
Watch the Lesson
As you watch, focus on the relationship among the three Domain 1 standards rather than trying to memorize individual requirements.
Use this simple framework:
Standard 1.1 — Community Health Assessment
Develop a comprehensive Community Health Assessment to understand the health of the community.
Standard 1.2 — Primary Data Collection
Collect quantitative and qualitative primary data to provide additional insight into population health.
Standard 1.3 — Analysis, Findings, and Use
Analyze the data, draw findings from it, share those findings, and use the results to support public health action and decision-making.
The Domain 1 Logic
A useful way to remember Domain 1 is:
COLLECT → ANALYZE → SHARE & USE
Collect the right data.
Gather the information needed to understand the community clearly.
Analyze what the data tell you.
Interpret patterns, needs, assets, disparities, and emerging issues.
Share and use the findings.
Translate the information into findings that can inform programs, priorities, policy, and public health action.
Key Takeaway
Domain 1 is not simply about having data.
It examines whether the health department has the capacity and processes to collect meaningful population health information, analyze what that information reveals, and share and use the resulting findings to support public health action.
The remaining lessons in this course will examine how each Domain 1 standard and measure contributes to that process.
