Joe Mando, M.S, LSS
Joe is an executive healthcare quality and regulatory consultant with over 20 years of leadership transforming public health departments, health systems, and safety-net networks into high-reliability organizations built for permanent survey readiness.
Joe’s expertise is anchored in Public Health Accreditation Board (PHAB) accreditation and organizational transformation. Joe has successfully guided state and local health departments through multi-year accreditation and reaccreditation cycles, partnering with executive leadership to strengthen organizational capacity and institutionalize continuous quality improvement. His work spans every stage of the accreditation journey, including Community Health Assessments (CHAs), Community Health Improvement Plans (CHIPs), accreditation readiness assessments, strategic accreditation roadmaps, documentation reviews, policy and standard operating procedure development, Emergency Operations Plans (EOPs), communication and branding strategies, Quality Improvement Plans, Strategic Plans, performance management systems, and comprehensive preparation for PHAB site visits.
Beyond public health accreditation, Joe’s is recognized for translating healthcare policy into operational excellence within value-based care. Working with Accountable Care Organizations (ACOs), Federally Qualified Health Centers (FQHCs), and provider networks, he has designed and implemented Lean Six Sigma, Model for Improvement (MFI), HEDIS optimization, and NCQA accreditation strategies that have generated more than $11 million annually in quality incentive revenue while supporting organizations in improving quality performance, patient outcomes, and total cost of care. Earlier, he also led a federal healthcare transformation pharnmacy operations initiative that delivered more than $30 million in structural cost savings through enterprise-wide process redesign.
Joe’s global public health experience includes co-developing PEPFAR’s Site Improvement through Monitoring System (SIMS) quality standards across 21 countries and supporting the development and implementation of national quality improvement strategies in five African countries, helping ministries of health strengthen health systems and improve service delivery.
A speaker at the Harvard T.H. Chan School of Public Health and numerous national and international conferences, Joe brings together expertise in public health policy, accreditation, quality improvement, clinical operations, and advanced analytics. His practical, results-oriented approach helps organizations move beyond reactive compliance and audit preparation to build sustainable, high-performing systems where accreditation, quality improvement, and health equity become embedded in everyday operations.
